There is danger in this - who determines the minimum "knowledge" requried for someone to own a dog? Are all breed behaviors the same? Do all dogs in a breed behave the same. I think it is a silly idea actually and it just another way the the government will squash the individual by making rules that no one can properly comply with. So, let the society where the dog owner lives regulate the behaviors of the owners and their dogs. In my neighbor hood - when someone's dog comes on my property - I warn them once only to control/contain/restrick their dog from coming back. If it comes back and I see it - It will not come back again.
I am all about responsible ownership - but keep the government out of it.
