Depends. Some dogs groom and fall into a behavioral type habit. Also, some dogs that are lickers have underlying, unresolved allergies; some have pinched nerves and will obsessively lick as a response. Some dogs just can't control their licker. Submissive licking is much different and displays differently. When licking unwanted happens, you can make a noise and stand up and walk away.
