IN my opinion is submissive licking in my case, If i go to pet my dog he will lick and lick and lick. If I make eye contact and he is laying down he will get up start waggling his tail and try to lick me so more. There are other times when he will walk by and try to sneak a licking lol He also wants to lick the heck out of my baby, and with strangers he does the same thing he just wants to sit there and lick them like they are made out of ice cream. He however, doesnt do that with other dogs sometimes my cat's butts but that's about it.
