i doubt any of these dogs were owned at one time...i have already seen a few dogs that were pups are full grown now...i agree to just let the dogs outa the shelters...i think some should try to be rehomed tho. i also agree feral dogs can be dangerous but i dont look at these guys as dangerous tho....i did run into them when i was walking one of my dogs once and there was alot of them and were pretty bold, they came real close and one of them got into it with my dog and that initiated that pack response so like 2 more jumped, i kicked them off, now when i walk my dogs and if we cross paths they keep thier distance
