David is correct. It DEPENDS upon the setting the dog will reside in. If the dog needs to be able to interact with people, yes...it needs ob. If however the dog is in the country, will never be exposed to society, and is secured...well...then the dog just needs to be stable minded with those it will interact with. OB done before protection work should be motivational. A dog needs to understand "No" as well...but compulsion and proofing OB isn't really necessary unless one is going to have the dog around others.
