The ASPCA Got It.

The ASPCA states that, “while there is no evidence that breed-specific legislation is effective, there is significant evidence that well-enforced, breed-neutral laws are. Cities that have enacted BSL tend to discover that BSL does not result in a decrease in dog bites.” The ASPCA also states that the enforcement of BSL is extremely expensive, leaving less funding for other areas, like responding to problems and helping animals.

Finally the ASPCA got it.
