That is partly due to the western idiocy of assuming the transliteration of shepherd's dog to be a shepherd... totally crazy. These breed clubs don't really understand the nature of the dogs they group.  They think that the Caucasian Ovcharka (Shepherd Dog) is a shepherd and should herd sheep.. So, don't expect much in terms of scientific sense from most breed clubs.
